Causas de los accidentes marítimos muy graves en la pesca 2014-2021 - Año 2023

España es un país de gran tradición pesquera debido a su extensa línea de costa.

Las áreas costeras españolas ocupan el 8,6 % de la superficie total. Esto convierte a la pesca en un sector económico de gran importancia y un importante generador de empleo. De hecho, la flota pesquera española es la 3º más importante en la UE en número de barcos de pesca y una de las mayores a nivel mundial. Más de 30.000 personas trabajan en el sector, tratándose del primer país de la UE en número de trabajadores dedicados a la pesca y a la transformación y el segundo en acuicultura (solo por detrás de Francia).

Desgraciadamente los índices de siniestralidad en el sector son muy elevados, especialmente el índice de incidencia de accidentes mortales, diez veces superior a la media del total de actividades en la última década. Dada la importancia de la siniestralidad, como muestra el documento Caracterización de la siniestralidad en la actividad pesquera, publicado en 2022, es esencial profundizar en el conocimiento de las causas de estos accidentes para poder establecer los medios más adecuados para disminuir estas cifras.

Con este espíritu se publicó en 2014 el informe Causas de los accidentes marítimos muy graves en la pesca 2008-2013, base del presente documento. Estos documentos se realizan tras el análisis de los informes de las investigaciones de accidentes marítimos muy graves llevados a cabo por la Comisión de Investigación de Accidentes e Incidentes Marítimos (CIAIM), tratando de asignar las causas de los mismos tomando como base la NTP 924 Causas de accidentes: clasificación y codificación.

En este informe se han analizado los accidentes investigados por la CIAIM entre 2014 y 2021 y se ha estructurado en tres partes: análisis global, análisis por tipología del accidente (accidentes operacionales, abordajes, colisiones, incendios, inundaciones, hundimientos, varadas y vuelcos) y análisis según la modalidad pesquera (artes menores, arrastre, cerco y palangre).

Para finalizar, se incluye una compilación de las principales recomendaciones de seguridad efectuadas en los informes de investigación, así como las oportunidades de mejora detectadas.

Abstract

Spain has a strong fishing tradition due to its extensive coastline. Spanish coastal areas occupy 8.6% of its total surface.

This makes fishing activity a very important economic sector and an important source of employment. In fact, the Spanish fishing fleet is the 3rd largest in the EU in number of fishing vessels and one of the largest worldwide. More than 30,000 people are employed in this sector, making Spain the first EU country in the number of workers dedicated to fishing and processing and the second in aquaculture, only behind France.

Unfortunately, accident rates in this sector are very high, especially regarding fatal accidents, which is ten times higher than Spanish average over the last decade. Due to the high accidentality, as shown in the report Characterization of accidents in the fishing sector published in 2022, efforts are needed for a better understanding of the causes that lead to these accidents in order to establish the most appropriate means to reduce these figures. Within this perspective, the report Causes of serious maritime accidents in fishing 2008-2013, the basis of this document, was published in 2014. Both documents cover the analysis of the reports of serious maritime accidents carried out by the Commission for the Investigation of Maritime Accidents and Incidents (CIAIM), trying to withdraw conclusions on the causes behind them, following INSST document NTP 924 Causes of accidents: classification and coding.

This report comprises the accidents investigated by CIAIM between 2014 and 2021 and has been structured in three parts: global analysis, analysis by accident typology (occupational accidents, collisions, fires, floods, sinkholes, strandings and overturns) and analysis according to the fishing gear (small scale fishing, trawling, purse seine and longline).

Lastly, a compilation of the main safety and security recommendations extracted from the reports are included, as well as the opportunities for improvement.
